Guiding Questions:
o Why should we be interested in the research question raised by the paper?
o Describe the policy/program implemented.
o What are the expected effects of the policy/program? How is it expected to affect the
peoples’ incentives? i.e. Which are the channels or mechanisms through which it is
intended to work?
o What are the challenges encountered by the researcher and in the literature when
evaluating this type of policy/program?
o How do the author(s) address/tackle these challenges? What is the paper’s contribution?
o What are the findings of the paper? How do they fit in the literature?
