management program must take into account the development of methods of
reaching out to the whole community in order to effectively involve residents
in the development of culturally competent emergency management programs”.
1. Explain why this is important in relation to the COVID-19

2. After reading the case studies, which incident did you find
most appalling? For the one you selected, explain why you think it is most
