Your supervisor has tasked you to write a proposal to the City Council and Mayor to outline the need, the process, and the benefits of developing a LHMP for your jurisdiction. You will also want to explain what a hazard mitigation plan is and its history of uses in the emergency management field, as well as what the costs would be (both monetary and readiness) if not undertaken.

In crafting and justifying your argument outlined in your proposal, be sure address the following points in your paper:
1. Identify and clearly describe the needs, process, and benefits of the proposed project.
2. Identify and describe the background, history, and relevance of this type of project to the furthering of emergency management readiness for the jurisdiction itself and the EM field overall.
3. Outline what would be the costs – both financial and via readiness — of not doing this effort for the jurisdiction.
4. Use a format that makes sense for a proposal to your senior leadership. This may be a Memorandum, a signed letter, or other format (remember, you are writing this to your leadership in the ‘first person’ – you are proposing a project and outlining the effort from you to them). All papers should include an Introduction/Thesis Statement as well as a Conclusion/Next Steps section.
