At this point, you will be able to narrow the paper’s focus to the decision, under consideration.
Provide the reader a sense of the context in which it was made by the given administration in
the United States, the critical governmental actors involved in the decision process, a sense of
the alternatives debated and the rationale given for the decision. Books, including proper
histories and memoirs of the participants will be helpful here, as will news accounts from the
