The War on Drugs has played a critical role in our nations
current system of incarceration, whether good or bad depends on your own
perspective. But one thing that is clear from Alexander, Pfaff, and Latessa, is
that we have a large portion of folks in our nations prison systems as a result
of the War on Drugs which in an sense, despite other teachings, has been a war
on poverty and minorities of all walks of life.

Question 1:
what policies changes or statutory [state and federal law]
changes would you make in an effort to avoid the consistent failures we have
had as a nation regarding the consequences
to the war on drugs. [Failures in this sense is over populated prisons,
high recidivism rates, violent prison environments, etc.] Provide your informed
