What would your recommended approach be to engage and onboard the provider list?

Syneos Health Case Study Instructions PART 1
Task Context:
Included are two excel files: ‘2019 Plan Star Ratings’ and ‘State County Contract Medicare Advantage Enrollment – March 2020’. Note: Star rating data is published annually, while enrollment data is published monthly.
Overview:
Core to Syneos Health’s technology and business model is activating primary care providers and their staff at the point of care to engage in value-based actions that improve the quality of care for their patients. Typically, Syneos Health’s revenue comes from Health Insurance companies (‘Plans’) that want to improve the quality of care for patients that they cover (their members).
Medicare-Advantage Plans are motivated to improve the quality of care for their members for the following reasons:
If a Plan receives a 4-star rating or above, they receive a 5% increase in revenue
If a Plan’s network of care providers deliver high-quality health care, the member is likely to renew their membership
and the membership will grow
The Plan works in health care and genuinely cares about providing high quality to their members
Syneos Health is looking to expand to 3 new States in Q3 2020.
Please analyze available data in the two attached described excel files to answer the assigned questions.
Part 1 Questions:
Which 3 states Syneos should expand to?
Which Plan (only choose 1) they should first target as a client in each state.
Part 1 Deliverables: Please submit as attachments:
PDF output displaying your answers (1 page/state – 3 total pages maximum)
Excel files containing your analysis of the available data that drove your answers
PART 2:
When Syneos Health begins working with a new Plan, they often receive a list of the providers the Plan wants Syneos to engage, including their phone numbers, fax numbers, and addresses. These providers have never heard of Syneos Health but we need to figure out a method to reach out to them, convince them to participate, and onboard them onto the Syneos App. Syneos has the following resources available to help with provider outreach:
Team (made up of sales representatives and support from Syneos executives and a few physicians)
Syneos Introductory Materials (one-page summary of Syneos Health, screenshots of the Syneos App, signed letter
from Plan about the program)
Provider agreement (while these providers have been pre-approved by the Plan, they must sign to participate)
Part 2 Questions:
What would your recommended approach be to engage and onboard the provider list?
What criteria would you use to prioritize which providers to target?
How would this approach change if the providers are part of a health system, large medical group, independent practice association, or are small, independent practices
What roadblocks would you expect to run into and how would you try to solve them?
Part 2 Deliverables: Please submit as attachments:
PDF output of your question answers (2-page maximum)
Feel free to use pivot tables and other features in excel and include those findings with your submission.
